一、核心定义 · Key Definitions(点击展开)

Truman Doctrine(杜鲁门主义,1947.3.12)
美国总统 Truman 在国会演讲中宣布的政策声明:"it must be the policy of the United States to support free peoples who are resisting attempted subjugation by armed minorities or by outside pressures"。
Containment(遏制政策)
Iron Fist(铁拳政策)
Truman 自己形容对苏路线的用语——"Unless Russia is faced with an iron fist and strong language, another war is in the making"。
Percentages Agreement(百分比协定,1944.10)
Montreux Convention(蒙特勒公约,1936)
Dekemvriana(雅典十二月事件,1944.12)
Dollar Imperialism(美元帝国主义)
Cominform(共产党情报局,1947.9)

苏联拖延不撤,1945.9 支持 Pishevari 在 Tabriz 建立"Azerbaijan People's Government",1946.1 Qazi Muhammad 在 Mahabad 成立"Kurdish Republic"。
Stalin 遵守百分比协定未直接援助,但 Yugoslavia/Albania/Bulgaria 援助。

  • Kurdish Republic of Mahabad(1946.1.22):Qazi Muhammad

Stalin

  • 修改 Montreux 公约;
  • 苏联在 Bosporus 与 Dardanelles 设海军基地;

Potsdam

Churchill 反对:"absolutely impossible for us to accept a Russian military base near the Straits."

Dekemvriana(1944

意识形态Iron Curtain speech(1946.3)塑造话语Truman Doctrine(1947.3.12)把话语变成政策——"两种生活方式"全球对抗

By 1947 US foreign policy was to change decisively away from a conciliatory approach towards the Soviet Union, as advocated by Roosevelt, to one that was much more militant. The change was to be embodied in the Truman Doctrine and the Marshall Plan."

4.2 Acheson

Mr. President, the only way you are ever going to get this is to make a speech and scare the hell out of the American people."(吓坏美国人民)

At the present moment in world history nearly every nation must choose between alternative ways of life. One way of life is based upon the will of the majority, and is distinguished by free institutions, representative government, free elections, guarantees of individual liberty, freedom of speech and religion, and freedom from political oppression. The second way of life is based upon the will of a minority forcibly imposed upon a majority. It relies upon terror and oppression, a controlled press and radio, fixed elections, and the suppression of personal freedoms. — Truman, 12 March 1947
I believe that it must be the policy of the United States to support free peoples who are resisting attempted subjugation by armed minorities or by outside pressures. — Truman, 12 March 1947(Doctrine 的核心句)

  • 请求总额 $400 million(希腊 $300m + 土耳其 $100m),并派约 1,000 名军事顾问赴希腊。

Dean Acheson

Mr. President, the only way you are ever going to get this is to make a speech and scare the hell out of the American people."

Vandenberg

请求总额 $400 million(希腊 $300m + 土耳其 $100m),并派约 1,000 名军事顾问赴希腊。

援助来自 Yugoslavia/Albania/Bulgaria。

6.1 Vyshinsky

The so-called Truman Doctrine and the Marshall Plan are particularly glaring examples of the manner in which the principles of the United Nations are violated… the United States government has moved towards a direct renunciation of the principles of international collaboration and concerted action by the great powers and towards attempts to impose its will on other independent states, while at the same time obviously using the economic resources distributed as relief to individual needy nations as an instrument of political pressure. — A. Vyshinsky, UN General Assembly, September 1947

6.2 Cominform

1947.9 在波兰 Szklarska Poręba 成立 Cominform(Communist Information Bureau)——协调欧洲各国共产党。

The Truman Doctrine and Marshall aid had resulted in a Soviet response that made the division of Europe more entrenched."——Truman Doctrine 的反效果:本意是遏制苏联扩张,实际刺激苏联加强控制东欧。

Source G:An extract from the Truman Doctrine(教材 p.33)。
At the present moment in world history nearly every nation must choose between alternative ways of life. One way of life is based upon the will of the majority, and is distinguished by free institutions, representative government, free elections, guarantees of individual liberty, freedom of speech and religion, and freedom from political oppression. The second way of life is based upon the will of a minority forcibly imposed upon a majority. It relies upon terror and oppression, a controlled press and radio, fixed elections, and the suppression of personal freedoms.

I believe that it must be the policy of the United States to support free peoples who are resisting attempted subjugation by armed minorities or by outside pressures. I believe that we must assist free peoples to work out their own destinies in their own way. I believe that our help should be primarily through economic and financial aid which is essential to economic stability and orderly political processes. — Truman, 12 March 1947
① What does Truman mean by "two ways of life", and why does he frame the conflict in these terms?(道德二元对立 + 把希腊危机上升为全球意识形态对抗——Acheson 设计)
② How does Truman justify American intervention in Greece through this speech?("support free peoples" 是普遍原则——希腊是具体适用)
③ What does the speech reveal about Truman's perception of the Soviet threat?(暗示 Soviet 是"outside pressures"幕后黑手——但措辞刻意未点名苏联)
④ How useful is this source as evidence about American Cold War strategy?(政策声明——揭示意图与修辞,但非实际执行细节;需交叉 Acheson 回忆录与国会记录)

Source H:A Soviet response to the Truman Doctrine and Marshall Plan(教材 p.34)。
The so-called Truman Doctrine and the Marshall Plan are particularly glaring examples of the manner in which the principles of the United Nations are violated… the United States government has moved towards a direct renunciation of the principles of international collaboration and concerted action by the great powers and towards attempts to impose its will on other independent states, while at the same time obviously using the economic resources distributed as relief to individual needy nations as an instrument of political pressure. the implementation of the Marshall Plan will mean placing European countries under the economic and political control of the United States… — Andrei Vyshinsky, Soviet Deputy Foreign Minister, UN General Assembly, September 1947
① What is Vyshinsky's main criticism of the Truman Doctrine and Marshall Plan?("经济资源作为政治压力工具"——违反联合国原则、剥夺大国合作)
② How does Vyshinsky portray the United States' motives?("impose its will on other independent states"——美国帝国主义;"placing European countries under…control"——新殖民主义)
③ Why does Vyshinsky invoke the "principles of the United Nations" in his critique?(争夺道德高地——把苏联塑造成联合国宪章维护者、美国塑造成破坏者)
④ Compare Sources G and H: how do they reflect the "propaganda war" mentioned in Extract 1 (Levering)?(两段都是 propaganda 文本:G 用"两种生活方式"道德化,H 用"联合国原则"法律化——双方都在抢占话语权)

这正是 2025 Jan Q1(Levering "propaganda war")的 own knowledge 弹药库。

① What does Truman mean by "two ways of life", and why does he frame the conflict in these terms?

By "two ways of life" Truman means a global opposition between democratic majority rule (free institutions, representative government, free elections, individual liberty, freedom of speech and religion) and totalitarian minority rule (terror, oppression, controlled press, fixed elections, suppression of freedoms). The first plainly describes the American system; the second plainly describes the Soviet system, though Truman deliberately avoids naming the USSR. He frames the conflict in these binary moral terms because his purpose is not merely to justify aid to Greece but to redefine the entire Cold War as a struggle between good and evil. This was the strategy designed by Dean Acheson and endorsed by Senator Vandenberg, who had told Truman that he must "scare the hell out of the American people" to secure congressional support. By elevating a local Greek crisis into a global ideological confrontation, Truman made containment a moral crusade rather than a pragmatic policy—this is why the speech is considered the political turning point of the Cold War.

② How does Truman justify American intervention in Greece through this speech?

Truman justifies intervention by establishing a universal principle—that "it must be the policy of the United States to support free peoples who are resisting attempted subjugation by armed minorities or by outside pressures"—and then treating Greece as a specific application of that principle. The brilliance of this rhetorical move is that it avoids arguing the Greek case on its narrow merits (where the facts—Stalin's observance of the percentages agreement, Yugoslav rather than Soviet backing of the DSE—might not support a sweeping claim of Soviet aggression). Instead, Truman asserts that any free people under communist attack deserves American help, and Greece simply happens to be the current case. He also stresses that American help should be "primarily through economic and financial aid", softening the appearance of military intervention while in practice accompanying the $300 million with some 1,000 military advisers. The speech thus transforms a specific crisis into a doctrinal commitment.

③ What does the speech reveal about Truman's perception of the Soviet threat?

The speech reveals that Truman perceived the Soviet threat as global, ideological and expansionist. By speaking of "armed minorities" and "outside pressures" rather than naming the USSR directly, Truman implies that Soviet aggression operates through proxies and indirect coercion across many countries, not through open military attack. This reflects the Kennan-inspired view that communism is a monolithic movement directed from Moscow—which was an oversimplification, since the Greek DSE was in fact backed by Tito's Yugoslavia, a state that would break with Stalin in 1948. The speech also reveals that Truman saw the threat in zero-sum terms: if Greece fell, the "rotten apple" would spread to Iran, India and the eastern Mediterranean. This domino logic, articulated by Acheson in the White House meeting of 27 February, shows how the administration deliberately magnified the threat to build public support.

④ How useful is this source as evidence about American Cold War strategy?

The source is highly useful as evidence of intent and rhetoric but limited as evidence of actual strategy. Its value is that it is the founding policy statement of containment: it shows how the administration chose to frame the Cold War—as a moral binary between "two ways of life"—and how it justified a global commitment to anti-communist intervention. For a historian studying the public presentation of American policy, the source is invaluable. However, it has clear limitations as evidence of decision-making. The speech does not reveal the backstage role of Acheson, the "scare the hell out of the country" strategy advised by Vandenberg, or the internal doubts of Kennan and Marshall, who thought the rhetoric excessive. Nor does it disclose the strategic calculation behind the doctrine—replacing British power in the eastern Mediterranean, securing American economic interests, and pre-empting Soviet influence in the oil-rich Middle East. Therefore, the source must be cross-referenced with Acheson's memoirs, the congressional record, and Kennan's writings to build a full picture of American Cold War strategy in 1947.

① What is Vyshinsky's main criticism of the Truman Doctrine and Marshall Plan?

Vyshinsky's main criticism is that the Truman Doctrine and Marshall Plan violate the principles of the United Nations by substituting unilateral American dictation for the great-power cooperation on which the UN was founded. He accuses the United States of "a direct renunciation of the principles of international collaboration and concerted action by the great powers" and of "attempts to impose its will on other independent states". Most strikingly, he argues that American economic aid is not humanitarian relief but "an instrument of political pressure"—that is, a weapon disguised as generosity. The Marshall Plan, in his words, will mean "placing European countries under the economic and political control of the United States". The core criticism is therefore that American policy represents a new form of imperialism dressed up as benevolence.

② How does Vyshinsky portray the United States' motives?

Vyshinsky portrays American motives as hegemonic and exploitative. The USA, in his account, is not rescuing Europe but subordinating it: economic resources are "distributed as relief to individual needy nations" but in reality serve as "an instrument of political pressure". The phrase "impose its will on other independent states" casts the USA as a bullying power overriding the sovereignty of smaller nations. The claim that the Marshall Plan will place European countries "under the economic and political control of the United States" echoes Molotov's earlier denunciation of Marshall aid as "dollar imperialism". Vyshinsky thus presents American policy as neo-colonial: the USA is succeeding where previous empires failed, using dollars instead of gunboats to dominate Europe.

③ Why doesVyshinsky invoke the "principles of the United Nations" in his critique?

Vyshinsky invokes the UN principles because doing so allows him to occupy the moral high ground. By casting the Soviet Union as the defender of the UN Charter and the United States as its violator, he reverses the roles assigned in Truman's speech, where America is the champion of "free institutions" and the USSR the embodiment of "terror and oppression". The UN had been founded, at Yalta and San Francisco, on the principle of great-power consensus; Vyshinsky argues that Truman has abandoned that consensus in favour of unilateral action. This is also a propaganda strategy aimed at the non-aligned world: by 1947 the decolonising nations of Asia and Africa were beginning to matter in international politics, and the Soviet Union wanted to present itself as the protector of small-state sovereignty against American domination—a line that would become central to Soviet Cold War diplomacy for the next forty years.

④ Compare Sources G and H: how do they reflect the "propaganda war" mentioned in Extract 1 (Levering)?

Sources G and H together form a textbook example of the "propaganda war" that Levering describes. Each side presents itself as the defender of universal principles and the other as the aggressor. Truman (Source G) uses the language of moral binary—"two ways of life", freedom versus tyranny—to mobilise American public opinion and justify global intervention. Vyshinsky (Source H) uses the language of legal principle—UN Charter, great-power cooperation, sovereignty—to cast the USSR as the lawful defender of international order and the USA as a new imperialist. Neither source is a neutral description; both are performative acts of propaganda, each designed to win hearts and minds at home and abroad. As Levering argues, by 1947 "the Americans and the Russians saw each other in exactly the same way, as being threatening and expansionist"—and these two sources show precisely that mirror-image construction. This is why the Cold War, in its early years, can plausibly be described as a propaganda war that developed after the Second World War.

  • "Scare the hell out of the American people" 要写准确:这话是 Vandenberg 对 Truman 说的,不是 Truman 自己说的;时间是 1947.2.27 白宫会议,不是 3.12 演讲。

原题 "How far do you agree with the view that the Cold War began as a result of a propaganda war that developed between the United States and the Soviet Union after the Second World War?" Explain your answer using Extracts 1 and 2 and your knowledge of the issues related to this controversy.
📄 Extract 1 原文(R B Levering, The Cold War: A Post-Cold War History, 1994 · 点击展开)

Post-1945, relations between the USA and the Soviet Union were harmed by developments in propaganda on both sides. Within a year of the Second World War ending, the Americans and the Russians saw each other in exactly the same way, as being threatening and expansionist and pushing the world towards a new war.

Many Americans believed that Stalin was another Hitler determined on world domination and a ruthless dictator likely to take advantage of any attempts at compromise. Thousands of people who influenced public opinion in America, in journalism, politics, business and religion also thought so. Americans also viewed the United States as having special qualities that made it superior to other nations. They believed that American involvement in the Second World War had shown America as the hope of the world, with its selfless commitment to peace, justice and prosperity. Western Europe cautiously accepted this proposition, the Russians did not.

The Russians believed that they were the only power that could secure the world from the threat of capitalism and imperialism. In increasingly hostile official statements in leading newspapers and elsewhere, the Russians declared the superiority of their own political system, and its eventual triumph over corrupt capitalism. They also stated that the West was preparing to destroy the Soviet way of life. But it was Soviet malicious disinformation, frequent rudeness and deviousness in diplomatic gatherings and highly publicised spying in the West that actually seemed to inspire anti-Russian feeling.

📄 Extract 2 原文(A J P Taylor, The Cold War, 1995 · 点击展开)

The Cold War was deliberately started by Truman in 1945. Roosevelt was a man of world vision who had looked to delay any final settlements with Russia until the Allied victory. Truman saw things differently. He had an anti-Soviet past and anti-Soviet advisers. Truman also had narrow-minded impatience with anyone who failed to acknowledge American power. Russian insistence on equality with the USA made Truman want a showdown almost immediately he became President.

Truman had thought the showdown with Stalin would come at the Potsdam Conference, but Potsdam came too soon for Truman to assure success. Truman made the tactical decision to postpone the confrontation until the atom bomb was dropped. Truman thought that he would soon hold all the power.

However, all that a Cold War-focused Truman achieved was to ensure that Soviet policy also became Cold War focused.

The Cold War was intentionally provoked. It was intended to be short-lived. Truman and his accomplices calculated that Soviet Russia would run away once the bomb had gone off. They underestimated Soviet stubbornness. They also misjudged the impact of the bomb on the Soviets. The Americans intended to terrify the Russians. When the Russians refused to be terrified, the Americans had to make out that they themselves were terrified in order to push up the levels of alarm.

冷战起源双方宣传战——"mirror image"互相把对方描绘成 Hitler 般版Truman 故意挑起——"deliberately started by Truman in 1945"

  • 第二段(主攻·Extract 2 有理——Truman 确有"主动挑起"成分):本课证据支持 Taylor——①Truman 1945.4 接任两周就对 Molotov 拍桌子;②Acheson 1947.2.27"烂苹果"+ Vandenberg"scare the hell out of the country"——故意夸大威胁;③Truman Doctrine 措辞"armed minorities"模糊指代——把希腊非苏联共产党革命包装成苏联扩张;④原子弹告知姿态——Taylor 所说"intended to terrify the Russians"。

加分点:①引用两位作者的具体措辞(Levering "mirror image" / Taylor "deliberately started"、"intentionally provoked");②指出 Taylor 是极端修正派(比 LaFeber/Gaddis 更激进),Levering 是后修正派——学派差异本身就是 Level 5 标志;③用本课"scare the hell out of the American people"(Vandenberg)+ "armed minorities"(Truman 演说模糊指代)证明 Taylor 的"威胁被夸大"论点;④用 Vyshinsky 联大演讲 + Cominform 反驳 Taylor 的"苏联被迫"论——苏联也在主动升级;⑤时间线:1945.4 Truman 接任→1946 三场危机→1947.3 Truman Doctrine→1947.9 Cominform →证明双方都在升级,不是单向。

✍️ EXEMPLAR(Alevel

The view that the Cold War began as a result of a propaganda war has considerable force, and Extract 1 (Levering) is right to stress how, by 1946, each side had come to see the other in a "mirror image" as "threatening and expansionist". However, Extract 2 (Taylor) goes further, arguing that the Cold War was "deliberately started by Truman in 1945" as a calculated act of provocation. While Taylor captures something real about Truman's anti-Soviet posture and the administration's deliberate exaggeration of the Soviet threat, his claim that the Cold War was unilaterally "started" by one man is an oversimplification. The Cold War was the product of an action–reaction cycle in which Soviet behaviour, American responses, and mutual propaganda all played driving roles.

It would be wrong to dismiss the propaganda-war thesis. As Levering argues, within a year of the war's end "the Americans and the Russians saw each other in exactly the same way, as being threatening and expansionist". Churchill's Iron Curtain speech of March 1946 gave the West its defining image—the "iron curtain" dividing free Europe from totalitarian darkness—and Truman's doctrine of March 1947 framed the conflict as a global choice between "two ways of life". On the Soviet side, Stalin's reply to Churchill in Pravda likened him to Hitler spreading "race theories", while Vyshinsky's speech to the UN General Assembly in September 1947 denounced the Truman Doctrine and Marshall Plan as violations of the United Nations Charter and instruments of "political pressure". The founding of Cominform in the same month institutionalised Soviet anti-American propaganda across Europe. This is the "mirror image" Levering describes: each side cast itself as the champion of universal principles and the other as the aggressor. Propaganda did not merely reflect hostility; it amplified it, foreclosing the political space for compromise.

Extract 2's emphasis on Truman's deliberate escalation is also partly supported by the evidence. Taylor's claim that "the Cold War was deliberately started by Truman in 1945" finds confirmation in Truman's conduct: within two weeks of taking office he harangued Molotov "in the language of a Missouri mule-driver", reversing Roosevelt's accommodative approach. The internal record of the Truman Doctrine's drafting shows deliberate exaggeration: Acheson's "rotten apple" metaphor and Vandenberg's advice that Truman must "scare the hell out of the American people" reveal that the administration consciously magnified the threat to win congressional support. The speech itself used the vague phrase "armed minorities or outside pressures" rather than naming the Soviet Union, allowing Truman to package a local Greek crisis—where Stalin had in fact observed the 1944 percentages agreement and withheld direct aid from the Greek communists—as evidence of a global communist conspiracy. Taylor is therefore right that Truman's team chose to present the Soviet threat in the most alarming terms possible, and that this was a tactical decision rather than a neutral reading of reality.

However, to say that Truman "deliberately started" the Cold War is to obscure the extent to which Soviet actions provided the raw material that American propaganda could work with. The Sovietisation of Eastern Europe was not an American invention: rigged elections in Poland (January 1947), the communist takeover of Romania (1945) and Bulgaria (1946), and the Czechoslovak coup of February 1948 all happened independently of Truman's rhetoric. The 1946 crises in Iran, the Turkish Straits, and Greece were triggered by Soviet pressure—Stalin's refusal to withdraw troops from northern Iran, his demands for bases on the Straits, and the Greek communists' armed insurgency (even if not directly backed by Moscow). Kennan's Long Telegram of February 1946, which provided the intellectual foundation for containment, was written in response to these Soviet actions, not invented by Truman. Taylor's claim that Truman "deliberately started" the Cold War therefore assigns too much agency to one man and too little to Stalin, who was simultaneously building a satellite empire in Eastern Europe. The "propaganda war" Levering describes could not have succeeded without genuine Soviet behaviour to point to.

Therefore, the most convincing interpretation lies between the two extracts. Levering is right that propaganda on both sides "developed" the Cold War by 1947 into a confrontation that neither side could easily back away from; Taylor is right that Truman's administration deliberately magnified the threat to secure domestic support for a global anti-communist commitment. But the Cold War was not "started" by Truman alone, nor was it a purely propaganda phenomenon. It was the product of an action–reaction cycle—Soviet actions in Eastern Europe and the Near East, American responses framed in ideological terms, and mutual propaganda that hardened each side's reading of the other into an irrecoverable hostility. Extract 1 captures the mechanism; Extract 2 captures one side of the agency. The fuller truth is that the Cold War was made by both superpowers, each responding to the other in ways that made escalation the path of least resistance.
