二、1945 年战后格局与大国心态

要理解 1946 年为何"铁幕落下",先看 1945 年三方各自带着什么心态走进战后世界。

美国 USA Roosevelt:Wilsonian liberalism——联合国、开放市场、民主。
Truman:Iron Fist——"an iron fist and strong language"。
1945 拥全球 50% 制造业、海军超全球总和、独占原子弹。Truman 称原子弹"the greatest thing in history"。经济需要欧洲复兴作自由市场。

⚠️ 注意!

不要把"战后格局"简化成"美苏两极"。1945 年英国仍在牌桌上——Churchill 的百分比协议、Attlee-Bevin 的反共强硬、1947 年希腊撤退触发杜鲁门主义——英国是冷战形成中不可忽略的第三个变量。教材原话:"a great power in name only"——名义大国,实际破产。

三、联合国成立 1945:承诺与现实落差

成立历程

  • 1945.4–6 San Francisco 会议:50 国代表起草《联合国宪章》,确立组织框架。
  • 1945.10.24 联合国正式成立,取代失败的国联。

Roosevelt 的愿景

承诺与现实的落差

Stalin 的反应

对 Potsdam 谈判的反效果

别写"原子弹吓住了苏联"——这是最常见的错误。教材明确判断:原子弹对 Stalin 政策"had little impact"。真正的影响是心理层面:加深不信任、催生苏联核武计划、让 Potsdam 谈判气氛更冷。原子弹是催化剂,不是决定性武器。

The Iron Curtain speech had an immediate impact on the policy-making of both the US and British governments with regard to Russia and relations between themselves.

The speech defined the symbolic image of the ideological and governmental split between West and East that would dominate the Cold War. In March 1946, the popularity of the USSR in the USA was still high, in the aftermath of the wartime alliance, and Churchill was able to articulate suspicions of Russia that Truman was unable to at that specific time.
