A further consideration complicates the security thesis: opportunity. The decolonisation of the European empires created dozens of newly independent states with weak institutions, small armies and urgent need for external patrons. Many superpower interventions were not acts of defence but acts of filling — responses to invitations from local factions rather than responses to threats at home. This is particularly true of the period after 1975, when Portugal's sudden withdrawal from Angola and Mozambique opened a contest that neither Washington nor Moscow had planned. The Soviet Union's ability to project power there, largely through Cuban troops rather than its own, reflects opportunity at least as much as anxiety.
In conclusion, national security concerns were real, frequent and politically indispensable, since they were the argument most likely to persuade domestic audiences. But to call them the main cause is to overlook the structure of the period: decolonisation supplied the opportunity, ideological competition and the Sino-Soviet split supplied the direction, and access to resources supplied an additional incentive.
